Role of Housing Associations in Social Housing

Housing associations manage 75% of social housing units and are required to allocate 90% to households with incomes below €47,699. Appropriate allocation is mandatory: middle-income households are not eligible for low-cost units.

Allocation Rules

Allocation is conducted via WoningNet or local housing regulations. Priority is given to first-time buyers, individuals aged 65 and over, or status holders. Housing associations may allocate a maximum of 5% of units based on urgency.

Rights and Obligations

  • Transparency: Waiting lists must be published.
  • Rental Agreement: Minimum term of 1 year, fixed period.
  • Maintenance: The housing association is responsible for major maintenance.

In case of non-compliance: file a complaint with the housing association or the Housing Ombudsman. Housing Act Article 47 governs municipal oversight.
