Difference Between Income Cap and Quality Discount Limit
The income cap for housing allowance differs from the quality discount limit. Understand both to maximize your entitlement in social housing.
What is the Quality Discount Limit?
The quality discount limit (€808.06 in 2024) is the maximum rent for full housing allowance. Properties above this limit do not qualify, regardless of income. The income cap (€25,000–€35,000 depending on rent) reduces the allowance for higher incomes, even if the rent is below this limit.
Example: Rent €700 (below the quality discount limit), income €27,000? The allowance decreases by 3% for every additional euro.
Legal Basis
The Ministerial Regulation of 20 December 2023 establishes these limits. It is linked to the Housing Cost Ratio calculation.
Impact on Your Situation
Check both limits using the Tax and Customs Administration tool. If exceeded, consider cheaper rent or income adjustment.
