What is startershuur and how does it work?
Startershuur, introduced as of 1 July 2024 via the Startershuur Act (article 7:255a DCC), allows landlords to charge young tenants (18-28 years) higher rents for mid-range rental properties. This applies to new-build or renovated properties with a maximum gross rent of €1,146 per month.
Pitfalls and protection
The tenancy agreement ends automatically after a maximum of two years, without termination protection during that period. Tenants lose entitlement to regular rent protection, but can still request rent control. Abuse, such as improper use for older tenants, results in nullity.
Rights upon expiry
After two years, standard tenancy law applies. Tenants must give timely notice to avoid double rent. The Act prohibits interim termination by landlords, except in cases of non-payment.
Municipalities may set quotas; check local rules for eligibility.
