Throughflow from social to private rental sector

Stimulate throughflow from social to private rental: rules, compensations and legal protection.

1 min leestijd

Throughflow encourages tenants above the social income limit to move to the private sector. The Housing Act and the Housing Action Plan promote this through incentives such as temporary rent freezes or moving compensations up to € 5,000. Municipalities coordinate via throughflow programmes.

If income exceeds € 47,699 (2024), you will receive a proposal from the housing association. Refusal may lead to rent increase up to the liberalisation limit (€ 1,163). Judicial review via the Rent Tribunal protects against arbitrariness.

Advantages of the private sector: greater choice and no income check. Disadvantages: higher rents without housing benefit. Practice in The Hague: 20% successfully throughflows. Subsidies for starters in mid-range rental assist. Consult the National Housing Agreement for updates and hire an advisor for negotiations. (201 words)
